In Short – Just because Montrose Harbor is the city's northernmost harbor doesn't mean it's the quietest. With Montrose Beach and picnic areas nearby, and a steady stream of cars cruising the harbor drive, you'll have to take to the lake if you're here for the peace and calm of the water. Harbor fishing is allowed with a fishing license in designated areas, and the Park District lends out equipment free of charge at the harbor, in exchange for some collateral (ID, keys, etc.). – –

I run out here most mornings in the summer and there are always a dozen or so folks fishing at 6am. The harbor is gradually being re-built and improved -- but for that reason there are usually a lot of dump trucks and construction vehicles roaming the area. Check the bait shop for licenses or an early morning cup of coffee.
