Cheap, skewered eats and caliente beats at this Basque spot..
Although it's perched on the second floor, the best people watching takes place not out the front windows, but within the sunny dining room of this Basque-style watering hole with flat-screens tuned to videos en Espanol. Tipsy on txatos--three-ounce pours of Spanish wines--young revelers select by-the-piece speared roasted meats, images of which are emblazoned on laminated placemats for easy reference. The energy, while low-key early on, ramps up when the late-night overflow hits from downstairs sibling Cafe Iberico.
